Submetering came into play in the 1970’s during the gas crisis mainly for multi-tenant buildings. Over the years it became a multiple-use tool for tenant accountability, monitoring equipment efficiency, and billing accuracy. Until recently, submetering for energy efficiency was somewhat optional. Today, technology has evolved to the extent that it is now being mandated throughout the country.
There are three main energy code agencies. ASHRAE (American Society of Heating, Refrigerating, and Air Conditioning Engineers), IECC (International Energy Conservation Code) and California Title 24, along with state and local codes. Each agency has similarities, but there are some significant differences that come into play.
